A handcuff is the backup who inherits the workload if the starter goes down. His current projection is a number for a role he is not in. This prices the contingency instead — what he is worth in a game the starter misses — using an inheritance share measured from real starter-absence situations, not a multiplier somebody picked.

This does not predict who gets injured. It prices the contingency: given that a starter misses a game and his backup is available to play it, this is what the backup is worth. Availability is unmodelled here and that is a known, documented gap — the projection model calls it “the single largest irreducible error source”. Multiplying a per-game figure by a number of games produces a scenario, never a forecast.
